Higher The Better: Corps of Engineers talks solution for future flooding
Tri-State levee experts want to see an action plan to implement immediately to better fight future flooding.

Tri-State levee experts believe time is not on the side of under-prepared levees.
"The whole issue is how to improve all 140 levee districts so we can convey a major flood like 93 through the valley with minimal property damage and no loss of life," President of the Upper Mississippi, Illinois, and Missouri Rivers Association Michael Flingner said.
