The $75 to $200 red light and speeding camera tickets are usually waved for vehicles with these special plates.
Brandstad has ordered state transportation officials to cut the number of the special plates.
He also wants a review of how many tickets have been issued and how many violations were not pursued.
The order comes after an Associated Press report that revealed 350 government agencies in the state were given these special plates.
