Quincy man, juvenile arrested after high speed chase

A Quincy man has been arrested after a high speed chase early Sunday morning.
Police were near the Casino Starlight on North 20th Street when they spotted 24-year-old Seth Mullins who was wanted on several outstanding warrants.
When officers approached the vehicle on the east end of the parking lot, Mullins started the car and drove off. He fled north on 20th Street at a high rate of speed.
During the pursuit, Mullins vehicle stalled near 6th and Locust. When he tried to restart it, police caught up and arrested him.
Mullins now faces a new charge of aggravated fleeing to elude police as well as his outstanding charges. The outstanding warrants are for previous charges of methamphetamine conspiracy, domestic battery and failure to reduce speed.
The unidentified passenger in the car fled on foot prior to officers locating the vehicle at 6th and Maple. The investigation into the identity of the passenger resulted in the arrest of a 16-year-old juvenile.
The 16-year-old was taken to the Adam's County Juvenile Detention Center on charges of obstructing justice and an Illinois Department of Corrections parole violation warrant.
