WATCH: Video brings Hannibal City Council meeting to emotional halt
Hannibal, Missouri —
Hannibal residents witnessed an emotional Hannibal City Council meeting Tuesday night.
The 15-minute video profiles three area families who've lost loved ones to heroin.
Their stories were so powerful and emotional, Hannibal's mayor called a brief recess so that everyone could compose themselves.
Chief Lyndell Davis said the department did not mean to upset anyone but to educate the public about how the drug is destroying lives.
The video is part of HPD's new HEET initiative.

The department is offering the video to local law enforcement, churches and schools to tackle the problem from several different facets of the community.
