Twenty-six-year-old Kristian Riley, is charged with two felony counts of endangering the welfare of a child.
Police say the boy was found wandering naked in a creek near his home in the 200 block of North Sixth Street in Louisiana on March 18, 2013.
Authorities said inside Riley's home they found feces on the boy's clothing and toys in addition to trash and a smell of urine.
