Officer stands by his Burlington boat crash findings

News crews were on hand after crews searched the Mississippi River in Iowa for four people missing after an overnight boat collision

An Iowa Department of Natural Resources officer who investigated a deadly Mississippi River boat crash is defending his conclusions following the dismissal of charges against both boat operators.

Paul Kay, who was assigned to lead the investigation into the May 2012 crash, says the facts in his 250-page report are accurate.

The Des Moines County Attorney's office dismissed charges Tuesday against 22-year-old Douglas Metcalf, of Burlington. Charges against 22-year-old Joseph Schier, Jr., also of Burlington, were dropped in June.

Officials say the state was unable to prove the charges beyond a reasonable doubt.

The Burlington Hawk Eye newspaper reports the motion for dismissal said the state could not rely on Kay's reconstruction of the accident, which killed four people and injured others.
