Judge orders ankle bracelet for Illinoisan with TB

A judge in central Illinois has ordered an uncooperative patient with infectious tuberculosis to remain in his home and wear an electronic monitoring ankle bracelet to prevent the spread of disease.

The ruling came Friday during a hearing in Champaign, but it took a while to locate the patient.

Champaign-Urbana Public Health District Administrator Julie Pryde says patient Christian Mbemba Ibanda didn't show up for the hearing and wasn't at home when she and Champaign County Sheriff Dan Walsh went there afterward.

She says they later reached him by phone, arranged to meet him at his home and put the ankle bracelet on him.

The judge's order allows the public health department to keep Ibanda isolated until tests show he's no longer contagious, which could take up to six weeks.
