Comptroller: No paychecks for Ill. lawmakers

Gov. Pat Quinn says state Comptroller Judy Baar Topinka is following the Illinois Constitution by not issuing paychecks to state lawmakers.

Quinn put out a statement Thursday after Topinka said she has no choice but to withhold the paychecks. Topinka's office reviewed Quinn's decision to cut state legislator's paychecks from a budget bill earlier this month. He called it the consequence for lawmakers' failure to address the state's $97 billion pension shortfall.

The governor said Topinka "properly recognized" his line-item veto. Topinka says she hopes the matter will be resolved "expeditiously." She says in her opinion government shouldn't be run through threats and blackmail.

Lawmakers are scheduled to receive their next paychecks on Aug. 1.
