The river is coming up in the Niota, Illinois township where one sand levee is taking a beating due to wind.
There's sandbagging going on at Fort Madison and the Green Bay Levee District.
The river is expected to crest at 23 feet at Keokuk and 23.9 feet at Burlington.
Montrose has berms set up and pumps are being set up.
Keokuk Mayor Tom Marion said the river there is at 18 feet.
Workers in Keokuk have built a gravel berm to 26 feet and are in the process of creating 10,000 sandbags.
