The City of Hannibal will install its five flood gates Thursday in downtown.
Work began at 1 p.m. along the riverfront area.
Traffic was closed east of the floodwall beginning at midnight with the exception of emergency traffic and response personnel.
As of 1:15 p.m. Wednesday, the river stage at Hannibal was considered at a technical flood stage of 16 feet, according to the National Weather Service in St. Louis. A forecast says the river could get as high as 25 feet by Monday.
KHQA Chief Meteorologist Mike Cole says another two to four inches of rain could fall between Wednesday afternoon and Thursday.
